Every manager will encounter employee performance issues. Managers have a duty to treat all employees as fairly as possible, and to support employees who are lacking in their performance to help them improve. Most performance issues should be handled in coordination with your organization's Human Resources department for guidance consistent with your organization's policies. But "playing favorites" and having one set of rules and expectations for one employee versus another (in similar roles with similar duties) - is never the right thing to do.


Employee performance issues can impact the rest of the team - you have probably felt the impact yourself at one time or another - and should be handled as promptly as possible with the goal of helping the employee improve before things get worse. I personally have had experience supporting employees with performance issues to eventually excel at their jobs and go on to much greater things - through honest feedback and continued support. So don't shy away from addressing performance issues - it can have a lasting positive impact on the employee and may even inspire them to become a manager in the future.
